Fidya is a charitable payment made for each fast missed during Ramadan by a person who is unable to fast due to old age or a chronic illness and has no hope of making up the missed fasts in the future. Instead of fasting, one needy person is provided with food for each day that is missed, allowing the individual to fulfil their religious obligation while supporting those in need.

Yes. Fidya is obligatory for those who permanently cannot fast and meet the required conditions.
